Cosmatic Repackaging the Higher Education: Viksit Bharat Shiksha Adhikshan Bill (VBSAB)

 The Union Cabinet has approved the Higher Education Commission of India (HECI) Bill, now renamed as the *Viksit Bharat Shiksha Adhikshan Bill (VBSAB).*

This is a structural reset.

What it means in plain language:

UGC will be dissolved.

AICTE will be dissolved.

NCTE will be dissolved.

PCI will be dissolved.*

So yes, the old chairmen era ends.

No UGC Chairman.

No AICTE Chairman.

No NCTE Chairman.

No PCI Chairman.

Two clear exceptions:

Medical education stays outside, under NMC.

Law education stays outside, under BCI.

Everything else comes under one umbrella.

Now the new structure.

There will be one national Chairperson at the top level under VBSAB.

And there will be four councils, each with its own head.

1. NHERC (National Higher Education Regulatory Council)

Approvals, permissions, compliance, entry and closure.

2. NAC (National Accreditation Council)

Accreditation, institutional quality grading, credibility.

3. HEGC (Higher Education Grants Council)

Funding rules, eligibility frameworks, performance-linked grants.

4. GEC (General Education Council)

Academic standards, learning outcomes, credit systems like ABC.

Regulation is separated from accreditation.

Accreditation is separated from funding.

Funding is separated from academics.

Now the biggest accreditation shift:

NAAC will be dissolved as an independent body.

NBA will be dissolved as an independent body.

Both will be absorbed inside NAC.

So no separate NAAC Chairman.

No separate NBA Chairman.

But inside NAC, discipline verticals will exist.*

Under the new system:

Engineering

Pharmacy

Architecture

Management and Business Schools

Hotel Management and other professional programmes

All these programme-level accreditations will continue under NAC through discipline-specific verticals.

For engineering, the accreditation vertical will remain aligned with the Washington Accord.

Outcome-based education will continue.

Score-based accreditation will continue.

The same NBA-style programme accreditation logic

will continue for other professional disciplines as well,

only now within NAC, not as separate councils.

Institution Level Accreditation itself will now run in two steps.

Step 1: Binary Accreditation

Accredited.

Not Accredited.

Step 2: Maturity-Based Graded Levels (MBGL)

Level 1: Emerging

Level 2: Developing

Level 3: Established

Level 4: Advanced

Level 5: Global readiness

Now the real disruption.

Most audits that earlier depended on files, visits, and discretion

will become technology-driven.

Level 1 accreditation will be fully digital.

No physical visits.

No physical inspections.

However fact remains that it is repackaging of old ingredients in new bottle with few preservativrs added so nothing will change revolutionary as needed urgently. Those people who delayed so long and even got changed partial as MCI one of the most important wing whose educational model needed to be implemented in higher education is out. So packing old wine in new bottles.  As claimants of regulatory chiefs will be selected from the same lot of aspirants lining up in Delhi Darbar. Until it is governed by a unattached independent directors from good industry people nothing happens by same ingredients like bureaucracy and educational experts.

वैकल्पिक भारतीय प्रौद्योगिकी शिक्षण

 Our former RBI Governor and others so called experts says a lot on hands on and skilling and when some people reminds them about own Gyan Parampara they have no idea or answer or are habituated disregarding owe time trusted system. These people once in a position to do all these failed to contribute now preaching without providing a working model in present situation. Unfortunately all our academic policy makers are clueless on this and can't  answer one a fact seat thar even after 23 IITs, 31 NITs running computer and IT courses and 26 dedicated national IT institution like IIITs why we don't have our own OS , our own Office Suit or any patented monopoly CAD/ CAM software while shouting as IT leader since decades? I think this nation is still training clerks and workers for MNCs who are neo East India companies. We are crying for tariff on trade with USA but don't mention that a single MNC company from USA is plundering more that that amount earned from whole trade every year from India to USA. Fact temains that more than 2 lacs skilled and brilliant brains are migrating every years not with skill but lot of foreign exchange . If we fail to create a truly nationalist ecosystem trend is going to survive and our brain and hard earned money will keep on draining.

 यदि हमे विज्ञान और तकनीकी शिक्षण में परिवर्तन लाना है तो सतही नही लेकिन आमूलचूल, वस्तुतः क्रांतिकारी परिवर्तन की,  जरूरत है हमार परंपरागत  संस्कारो के पुनरूत्थान और अंगीकार करने की जहां हम अपनी दुनिया अपने आवश्यकतानुसार और संसाधन से तय करते थे किसी बाजार के हिसाब से नहीं। सिर्फ परंपरागत ज्ञान में ही नहीं परन्तु विज्ञान और तकनीकी शिक्षण में भी आवश्यक अनुभवजन्य  गुरुकुल  शिक्षा प्रणाली को  पुनर्जीवित नही कर पा रहे है। हमे ऐसे भारतीयता मूल के विज्ञान और  प्रौद्योगिक संस्थानो का निर्माण करना होगा जो भारतीयो का, भारतीयो द्वारा और भारतीय के लिए हो  न की IIT को भारतीय प्रौद्योगिक संस्थान  नाम देकर सोचे की काम हो गया ये जैसे तत्व से बने है उसका चरित्र कभी नही बदलेगा । जब तक नही ऐसे अपने स्थानीय सोच और स्थानीय भाषा मे संस्थान नही काम करे हम अपने लिए कुछ नही कर सकते। हमने भारत के परमाणु , अंतरिक्ष और रक्षा क्षेत्र में मोदी सरकार के आने के बाद साबित भी किया है। परन्तु शिक्षा का क्षेत्र एक ऐसा संकट बन गया है जो सुधरने को तैयार नही। गुरुकुल परंपरा के नाम पर हिन्दुत्व लगता हो तो अंग्रेज बाला अनुभवात्मक शिक्षा ही 100% स्वीकार कर के अपना लो। आयुष भी तो तकनीकी शिक्षा है और इसी देश मे देते है पर वो पूर्णतः अनुभवात्मक है सिद्धांत है पर जितना जरुरी है उतना ही देते है परिणाम यह है कि निम्नतम स्तर के मेडिकल संस्थान का डाक्टर छात्र भी काम के सारे कुशलता सिख के आता है पर हमारे IIT के प्रशिक्षित छात्र को अपने विषय का निम्नतम कुशलता पर खड़े नही निकलते। जब ऐसा स्पष्ट दिखाई देता है फिर दशको से 75 साल तक इसे विज्ञान और प्रौद्योगिकी शिक्षा मे क्यो नही लागू किया? इसमे दिमाग लगाना था क्या? इसका मतलब साफ है अभी भी मैकाले हमारे ही बीच में है वो हमें आत्मनिर्भर नही देखना चाहता। सिर्फ एक विशाल बाजार की तरह ही रखकर धर्म और जाती की दीवार खड़ा कर अन्यथा धर्म  के कारण देश के टूकडे हौने के बाद भारत मे तो Universal Education and Civil Code लगाता जो लोग अपने को इतना आधुनिक मानत थे कि अपने इश्वर को गाली देना धर्म-निरपेक्षता हो गया। ईश्वरीय इच्छानुसार आज हमे अपने परंपरा-प्रमाण-प्रयोग  पर शर्म नही आता परन्तु नई शिक्षा नीति 2000 के भी आये भी 5 वर्ष हो गये, क्या किसी विद्यालय के किसी वर्ग के छात्र के पीठ से भारी बस्ता हटाकर हाथ में हुनर आया? दुर्भाग्य से नहीं आ रहा और बहुत देर होता जा रहा है अबतक कुछ बडा क्रांतिकारी बदलाव आ जाना चाहिए था कम-से-कम हमे स्वीकार करना चाहिए कि मैकाले के शिक्षण संस्थान से आप अपना समाधान नहीं निकाल सकते और आपको स्वदेशीकरण शिक्षण संस्थान का भी करना होगा इनके सामने एक नैतिकता से पूर्ण विकल्प बना कर ये खुद ही बंद हो जायेंगे। इन वैकल्पिक संस्थान में समाधान आसान ये था कि खेती से लेकर सारे ऐसे हुनर जो हमारे समाज के लिए मूल जरूरत है उसे विद्यालय के अंदर या उसी शहर मे उन बच्चो के  पहुंच के अंदर लेके जाए।  ITI को विद्यालय का प्रभाग बना दे और इसमे आयुष एवं कृषि के समान्य तकनीक का हिस्सा बनाये। 12 कक्षा तक तय हो जाए कि किस छात्र का मूल हुनर कहां है और स्वभाव से विज्ञान और तकनीक की तरह झुकाव वाले प्रमाणित बच्चे ही आगे उसके लिए उच्च शिक्षा के संस्थान मे प्रवेश के लिए जाए जहां उसे किस बिषय मे विशेषज्ञ बनना है वो क्रमिक हुनर विकास के हिसाब से तय हो JEE और NEET बंद करे। उच्च शिक्षा के बाद उसे १० बर्ष देश मे सेवा देना ही पड़ेगा। कोई भी अनुसंधान का विषय राष्ट्रीय उपयोगिता प्राथमिकता पर होना चाहिए यदि राष्ट्रीय संसाधन का उपयोग हो रहा हो। अब यदि ये आसान नही है तो ये नेता और नौकरशाह किस बात के लिए है ये उनका काम है पर ये निक्कमे है इनसे 75 साल मे नही हुआ अब क्या होगा। हां इसको इन नेताओ और नौकरशाह के सिकंजे से मुक्त कर सही मायने मे इमानदार और निस्वार्थ मेहनतकश के संरक्षण मे दे दिए जाए हो जाएगा। पर मोदी जी जैसे सख्त और इमानदार के होते हुए भी नौकरशाह मे भ्रष्टाचार दिन दोगुनी रात चौगुनी बढ ही रहा है। ईश्वर हमारे लिए कोई चमत्कार करेगा शायद ऐसी आशा करे पर यदि मोदी से नही हुआ तो नहीं होगा।
